Per Capita Contributions by Councils and Their Utilization
Author:

Per Capita contributions are necessary for sustaining the operations and initiatives of the North Carolina State Council. By making these payments, councils enable the state to maintain core services, facilitate communication, provide training, and offer resources to members. These contributions help support organizational efficiency and standard practices that affect members, faith-based activities, and communities throughout North Carolina.
Per Capita funds support a variety of key services and initiatives overseen by the North Carolina State Council. These financial contributions are allocated to ensure the organization functions effectively and continues to serve its members and the broader community. Below are several primary areas where Per Capita funds are used:
Annual Financial Audit: Supports annual reviews of the organization's finances for accountability and transparency.
Bookkeeping and Accounting Services: Provides professional support of financial records in accordance with legal and ethical standards.
Statewide Communications: Facilitates communication among councils and members through newsletters and electronic communications. Such as:
Website Maintenance and Development: Covers the maintenance and updates of the official website to provide current information and resources.
Public Relations: Involves outreach in diocesan publications to inform about activities and initiatives across North Carolina.
Digital Tools & Software: Funds subscriptions to tools such as Gsuite for communication and document sharing, QuickBooks Online for accounting, and other operational technologies.
Regional District Deputy and District Deputy Expenses: Reimburses travel and material expenses related to the work of Regionals and Districts leadership.
Program Director and State Chairmen Expenses: Supports those who coordinate statewide programs and events.
State Officer Expenses: Includes travel, lodging, and related costs for officers attending functions and meetings.
Acquisition of New Equipment for Meetings: Invests in technology and materials required for effective meetings.
Support for Seminarians: Provides financial assistance to individuals preparing for priesthood.
Donations for Council Activities: Directly funds charitable programs, value-based events, and initiatives led by local councils.
Statewide Programs: Supports activities including Family of the Month, sports competitions, and other events involving members and families.
Training and Leadership Development: Funds Organization Meetings, Council Leadership Trainings (CLTs), Midyear Meetings, and State Officer Meetings.
Annual State Convention: Assists in covering the costs of organizing the State Convention, with expenses often exceeding attendance fees, making these contributions important.
These allocations indicate that Per Capita contributions are a central component of the North Carolina State Council’s operations, supporting the organization, its members, and activities throughout the state.
The membership roster for your council will be determined based on Supreme’s records as of August 1, 2025. The State Secretary and State Treasurer will prepare and email invoices to each council on August 15, 2025. Councils are invoiced biannually; accordingly, each active member will be assessed $4.00, each Honorary member $2.00, and there will be no charge for Honorary Life, Inactive, Disabled, or Deacon members in August. The second round of invoicing will begin in February 2026 and will follow the same process.
Please send to me, State Treasurer, any email update by August 10, 2025.
As always, please feel free to reach out to me with any questions you may have or anything I can do to assist you in your mission. Thank you for your ongoing commitment and dedication!
Vivat Jesus,
Joe McCarthy, North Carolina State Treasurer
